Made with PSE9, on a Laptop PC, with Win9

 

To make the background, I used a photo of rippling water, then I dupicated it. I rotated the top lay 90%, then lowered the opacity, to 50% and merged the top layer down, with ctrl+E. I chose a green from the photo and with 'Hue/Saturation, I coloured my water paper green. I then used SG_ANarrative_SSPaper_DEB_Baroque, on top and set it to overlay.

Gorgeous background, Heatheranne! Gosh, you applied alot of techniques to get that lovely background. Love your very filigree frame around that pretty photo! Very nice layout. Fun challenge, huh?
