How I did this.

Duplicate photo.Edit>Define Pattern> Filter>Blur>Radial Blur.

Blur your photo andthen select your brush and the pattern. Paint in the parts that you want clear,like the faces. Then use photo in layout.

Belle, this is just gorgeous - great job on the photo effects and I love that you used that beautiful Teal Zeal Collection - I think it was designed just for this layout! Fabulous!
