So many tools to choose from but I ended up selecting my picture first and it cried out for bokeh... I used Amanda's bokeh over a 50% grey layer and then erased at different opacities to get this effect.

I'm so envious of your artistic skills! This is so pretty - the bokeh is subtle enough not to bring attention to itself, but it makes a big effect anyway. Lovely page!
