I agree with Linda and Dianne. Faux finish and/or texture. I just finished a bathroom where the wallpaper came off & left a mess. I used already-mixed texture compound and gave it a stucco-ish look. It was an inexact pattern that worked & greatly covered the terrible walls. Painted nicely, too!
