Changing Layout Size For Printing

Using PSE4 on a pc, I have just made my first 12 x 12 digital layout. I even managed to save it as .psd and .jpeg. And I know that I need to print the jpeg version to get the best quality. But I need you to tell me two things:
1) How do I resize the 12 x 12 to 8 x 8 for printing? My first shot at this resulted in both left and right edges of my lo being cut off and the remainder printed into an area about 6 x 8 in the upper left hand corner of the 8.5 x 11 paper.
2) How do I change the resolution and save to share on the web, because I would like you all to see it, because I know you will tell me how great I did and I need the positive feedback! When I drop down the "Save As" options, I have no idea which one is for the web.

I save all my layouts as a PSD and a JPEG. When I print my 12x12 layouts at 8x8 I actually use the PSD file. I open the file in the Editor, select File->Print. Then I scale to 66%, this changes the size to 7.92inches. I do this so that when I trim it will fit neatly in the plastic sleeves of my folder. Make sure you have the correct paper select in your printer settings so that it corresponds to what you are printing on. I print on a heavy matte paper.
When I save an image for uploading I use the save as web option. Select File->Save For Web (Alt+Ctrl+Shft+S). You may get a message about your image exceeding the size of save for web, click Yes to carry on. My settings under Preset are, JPEG, High and the quality is 72. The go down to where it says New Size and set the width to 600, make sure 'Constrain Proportions' has a tick next to it. Click on apply and the image will resize. Then click on OK. Then you click on Save to save the file. It normally has the same name as your PSD but you can change it if you like, you might like to add _web to end of it. And that's it. The web size image will be saved and you will return to editor, back to the original PSD. When you want to post to the Gallery just select the jpeg file.
I think if you want to use the Metadata then you can't use the 'Save For Web' option but someone will be along shortly to explain that. Even though I use the File Info I don't use the metadata, why, who knows.

And I use the file info, if you use save for web, it won't retain the information. So I just do "save as" and add _web to the file name. Then when it brings up the compression box, I pull the number down until the compressed file is just over 100K.
If you want to add the file info to your layout, Click File>File Info and a box will pop up. Enter you information into the "description" box and click ok. I also rename the layers in my layout by copying and pasting the file names. I copy and paste them into the file info too, but you can type them in as well.
