For Philadelphia, lowercase, you could stretch a font taller and see how close a look you can get. Haven't been able to find any copyright free, though. And ditto on Apple Scruffs for Philadelphia. For dingbats I'd try the adobe type embellishment library. Dunno of any freebies that are as nice as that library.
