Resizing Photo Having trouble resizing phot

I purchased scrapbook secrets for PSE and love it. I'm confused though. I start a project with a paper for the background. then I open a picture and use the move tool to bring it only the background. However, when I do this, the picture ends up being bigger than the background. I saw in the tutorial that by clicking the move tool and then dragging the corner, you are supposed to be able to resize the photo to where you want it. However, when I do this it doesn't keep it uniform as far as keeping it in proportion. I try to resize it in the dialog box too but it wants to resize all the layers, not just the one I'm working on. I'm at a loss. It is always something simple that trips me up. I can't wait until I know this software real well. Anyone know what I'm doing wrong?

Ruth, hold down the SHIFT key as you drag the corner of the photo. This will keep it in proportion.
