Barbara is right. You can't create styles or actions in PSE. You can create your own brushes, so that might be a great place to start learning to create things. In Mastering Brushes for Photoshop Elements there are several really good tutorials for creating different types of brushes.

You can do a whole lot with PSE, but it does have limits, and you have just bumped up against one.

It's true, some things we designers just won't share. We've worked long and hard to build our craft and this is our livelihood.
