Try using a SS Paper template. You layer the template over the paper in the layers palette and play with the blending modes until you like the look. Overlay usually works pretty well. Sometimes, if it changes the color more than I'd like, I just adjust the hue/saturation of either the paper or the template until I get exactly what I want.
Another way is to use the patterns from the boutique.
ScrapSimple Tools - Patterns: Paint 2101
ScrapSimple Tools - Patterns: Fabric 5401
ScrapSimple Tools - Patterns: Paper 2101
After you have installed your pattern files, select the layer with your paper on it and choose Layer>New Fill Layer> Pattern. From there you will be able to choose one.
There are also several styles in the boutique that just add texture to your paper. That is probably the easiest way. :)

ScrapSimple Tools - Styles: Fabric 5401
ScrapSimple Tools - Styles: Paper 5701
ScrapSimple Tools - Styles: Painting Textures 8501
ScrapSimple Tools - Styles: Crackle Textures 6301
ScrapSimple Tools - Styles: Antiqued 5101 Super Biggie
ScrapSimple Tools - Styles: So Basically Textures 6401

I put in a few links for you, but there are lots more in the boutique.
And there are a lot more ways to add texture to your paper too. Have fun!

My Gallery I scrap with Photoshop CS6, but can help with older versions: PS7, CS2 & CS4.

If you're not sure about buying patterns quite yet, you might try experimenting with the texture overlays in the free Refresh collection. They're used in a similar way--by reducing the opacity and playing with blending modes, you can get a sense of how patterns work. I always feel better when I can try a technique without other decisions about which to purchase first.

That said, April's suggestions are great!

In PSE, you reach the built in Textures through the filter menu. I have no idea for PS 7. The templates April and Barbara suggested are a great idea.

Thank you very much for your help, I have found what I was looking for in filters, and will experiment with them. I had got confused with styles which change the colour of layers and thought there was a palate which I had lost

Katy, glad to help. On Styles--SOME change the colors of layers. Some remove the interior and create a special edge. Some do not change the color--they only change texture. It's was kind of challenging for me to figure out at first. Here are some examples that may help.

When the style preview shows a palette of specific colors and patterns, like Creative Spirit, or Animal Print, it changes the color of whatever it's applied to.

When the preview shows just one color, like Grosgrain, or when it's shown as in Bordered, it adds the texture/glow/edge to your color.

Vellum turns the shape to a translucent object; Colored Vellum retains your colors.

The most important thing on styles is to look at the previewed images and samples carefully, and if it's not clear to you, send a private message (PM) to the designer. They're happy to clarify--they want you to be happy with your purchase!

On the subject of textures, I bought some from the Boutique to use in the brush class but I can't access them. Here's the 2 things I've done (BTW, this is PSE 6 on a Mac)--first I did the recommended procedure with the Load texture option. But the files on my desktop were not accessible. They came from SG as jpegs--would they perhaps work if I changed them to psds? And the other thing I did was put them in the Presets texture folder. Neither of them got me anywhere so I just went ahead and used the regular texture setting (Sandstone, brick, burlap and something else--not much variety there!) but I want to use my new textures!
Any wisdom appreciated--it's quite amazing to me how one activity (digital scrapping) can be so gratifying and frustrating at the same time!

I know how exciting and frustrating learning new techniques are this is how I managed to get the background paper decorated using patterns, after placing a plain paper on my page I click on the fill tool then go upto the tool bar and you have a choice of foreground or pattern after choosing pattern click on your page. Hope this helps, what I have not found out how to do is reduce the size of the pattern, good luck. Another thing I have learnt is scrap girls are a very helpful group
