I have noticed that when I put a brush image over the paper that the actual brush printed on the paper is much smaller. This makes placing a brush exactly where you want it to be very difficult and, often, I can take the brush to its largest size and it will not be large enough. Since it is happening to all my brushes, those installed as part of PSE8 and those I've created, it must be a setting that I have applied without realizing what I've done. For the life of me I cannot find a setting to change that solves the problem.

There are a few things you can try to fix this.
The first is to change the size of the brush right next to where it comes up - right next to your brush choice is a box labeled Size and one labeled Mode. Make sure mode is set to normal and then slide the size marker till it is the size you want. I am assuming from your post that you have already tried this, but first things first lol!
There is an image of a brush farther down the line. There are several options under that (for jitter, spacing, etc) - check those to make sure the sliders are all the way over to the left.
And there is another icon over there too that is for tablet options - open that and make sure none of the boxes are checked.
Hope that helps! Someone else should be along with some ideas also.

Brush sizes do not exceed 2500 pixels within the brush palette. Any additional alteration to size must be done by selecting and resizing outside the brush menu. However, depending on the amount of resizing, the quality can be compromised.
If you want a brush to appear very large, select the 2500 pixel size, brush your LO, then resize by selecting and dragging the corner.

I guess I'll just have to be happy with resizing the brush layer for the placement and size I need. It is the round-about way to solve the problem but it does work. I think I would be happy if the image of the brush over the paper was the same size as what it stamps. That would make placement easier.

If you zoom in or out on your page it will make the brush larger or smaller as well, it is a nifty little secret! At least in PSD it does this. Another thing you can try is punching your [ or ] key, as this will make the brush go up and down in size without having to open the dialog box to change it.
