How To Resize 12x12 To 8x8 Or Other Sizes ? Also ? On Dpi Vs Ppi ?

I'm new to digital scrapbooking and have been using PSE 4.0 to design my pages 12x12. I then save as psd format and then as a jpeg for sending to a photo lab for printing. How do I resize my 12x12 page to 8x8 ? Picaboo.com (hardcover bound album website) wants the dimensions 1280x1007 pixels. How can I resize my 12x12 to that at 300 dpi ? PSE uses ppi. I know dpi and ppi are not exactly the same thing. However if a lab asks for 300 dpi format to print, if I save as 300ppi will that be as good quality as 300 dpi ?

I have PS, but I think it is the same... Goto Image > Image Size There you can change the image size fro 12 x 12 to 6x6. You should be also be able to change the pixels here as well if you need to.
