When you use a style, there has to be something on the layer for you to see the change. For example, try putting a circle or square on the layer using your shapes tool and then adding the layer style and you'll see the shape turn to vellum.

I just purchased those vellum styles and can't wait to use them. They are wonderful. Looking forward to seeing some layouts from you. Again,
