This seems like it should be easy but I can't seem to figure out how to do it. I need to make a diagonal banner across the upper left corner of a photograph that I can color and then write something on.

Can somebody help me figure out how to do that. I'm using PSE 8.

Do you have a banner - there are many in the boutique. I don't use PSE, so can't comment on what tools may be available to create your banner - are there simple shapes, maybe triangles or half circles that you could arrange along a line? Or maybe a scroll to have one long banner. I'd try making the banner & then making a text layer above it and not try to rotate anything until you have those two things done first. Once the text looks good in your banner, then merge or pin them to each other & rotate both at the same time

Aggie hit the nail on the head. I do use PSE and there are quite a few shapes in the shape menu that you could use. HTH
