Urgent-Document Help Request

My DH is applying for grad school. He has scanned some forms he needs to submit as PDF. Our scanner is saving as BMP. I can open in PSCS4, however I need to gather the multiple single page scans into one large doc. I cannot get PS to allow me to pull them into a new doc. I have also tried after resaving them as PDF.
The objective: gather all of the single page scans into one larger doc for email purposes.
Help and advice appreciated!

You should be able to specify the output file type on your scanner. The software I use allows me to output to pdf. For a multiple page pdf, I choose that option and when I've scanned the last page, it wraps it up into a pdf for me.
If your scanner software won't allow that, I'd drag the pages into a word document and then use a pdf printer.
