Pse 8 - Layout Template Help

I am using Photoshop Elements 8 and trying to use SNU_SSDLAT_8.5x11_PictureIt-6 layout template (This One). When I try and move the individual elements over to the new screen to build the template they all start clumping in the middle. I am holding the shift key and they are still clumping rather then going to their proper spot. Before I move them they are showing in the right spot but once moved while holding shift they all go to the middle.

I'm getting so frustrated!

Anyone have any ideas?

Could you try saving the template under a new name and then work with that ready-layered image instead of trying to move everything?

you are a lifesaver! for some reason the .psd file wasn't labelled correctly but when I changed the extension and opened it, it worked!
