I'm trying to cut out perfect circles and place them as photomats underneath the pictures. Which tool is the best for this? I use PSE11

I would use the elliptical marquee - right click on the marquee tool (I think it's right under the move tool) and choose elliptical. On a new layer, While left clicking and dragging on your layout, hold down the shift key to keep it a perfect circle rather than an ellipse. Then you can use the paint bucket to color in the circle and use it as a clipping mask for a paper or photo!
