What sort of things do you want to do?
There are some free, online editors (can't remember the names just now) but they are fairly basic and don't give you much control. There is GIMP, but I've never used it so I don't know what it's photo editing is like.
Programs like PSE or PSP are good for everyday people who want to edit family photos, and can be picked up cheeply if you shop around.

I love Gimp for scrapping but it's not a particularly easy photo editor. If you google photo editor free, there are lots of possibilities. Maybe someone will be along soon who's tried them. Actually, the FotoFlexr looks kind of intriguing - lots of neat effects, but I didn't do to much with it.
