I'm having trouble with this. My letters on the new layer come up the same size as the original layer, so can't be seen. I must be missing something. Is it supposed to look like it would if one did an Edit>Stroke? If so, I could probably make a copy of the edit stoke layer and clip a paper to it for the background.

I am not sure, but I think maybe there is a step missing...
AFTER you get the marching ants on the layer under the stamped title, go to SELECT>MODIFY>EXPAND and then enter *maybe* a number between 10 and 20 -- depends on how wide you want the border to be around your title -- you could enter a smaller or larger number here.
THEN fill it with the bucket tool and clip your paper to it.
HTH!!

I tried the technique and had the same trouble as Lou Ann. I tried adding the step Jennifer suggested and now it works perfectly. Thanks Jennifer!
