Not sure what program you are using, but in PSCS5, I would do this in one of two ways:
Possibility #1:
Select a shape similar to the curve I wanted. (I have TONS of shapes -- some kind of long flourish would work here.)
Position it vertically and then use CNTRL+T to transform, I'd pull it out, stretch it and position it until it reached the shape I liked.
(In this case it is OK if the shape extends out past your working document. You just need the part of the shape you want to fall into your workspace.)
If there were any empty pixels, I would use the magic wand tool to select them and fill them with the paint bucket.
Then, I would duplicate it and flip it and position it on the other side of the photo.
Clip papers to it or use styles, or both.
Possibility #2:
Place a rectangle along the page edge.
Use the warp tool (Edit>Transform>Warp) to push in the center until I got the curve I liked.
Duplicate, flip and postition it.
Clip papers to it or use styles, or both.
