Color Palette How does this work?

Help!
I just received my monthly perscription and in it I used the tutorial for makeing a Custom Color Palette. Can't figure out why my picture went grey and I couldn't make the palette. I am using Photoshop Elements 11. Is this tutorial made for Mac only? I use a PC. Once again any help will be appreciated.

I always have problems with trying to create a color palette. It takes me several tries before it finally works. But I don't give up and my palettes always turn out great.
