Resize a 12 x 12 to a rectangle

I was wondering if there is a tutorial that shows you how to shorten the sides of a 12 x 12 paper or overlay with a border all the way around it and turn it into a rectangle like 7 x 5 or 6 x 4 to use as a background or overlay on a greeting card.

There is no instant way of doing this.  You have to cut off a section (usually near the middle), then blend in the sides to re-join the border/ make the paper appear seamless.  Cloning is usually involved as well as transparent gradients.

It is only simple when the border or paper is basically the same on both halves.

What I have done sometimes is duplicate the position both layers where you want them. Erase most of the top layer till it is the size you want.Then where the edges meet erase the top layer with a grunge type brush that is pretty opaque then keep erasing till it looks blended. Then merge the layers to make it one item. I use this often to make frames the size I want them. Good luck and let us know how it works.
