From why I understand you want to print and then have cutouts? Sounds a little tricky and might be easier to just put the photos in and print the lot?
I don't print a lot of my pages as I prefer to get them bound in little 8x8 books I get from minibox.com.au when they have sales (they have lots and have a good one on now I believe!). Sign up for their email and you get notified of all their sales. I have had well over 20 books done and 4 huge canvases and all have been top quality.
The rare times I have printed 12x12 I have used Big W! Yes! It was $8 regular cost and on beautiful photographic paper. Not what you are after I know but it is an option if you want the lot printed... I was thrilled with the quality.
I just did a quick search as there was a place I was planning on trying as I have some frames that need 12x12 photos, scrapbookprinting.com.au? They have good prices and a capped limit on cost... I am going to give them a shot as soon as I get my pages done for the frames (hoping this weekend!)... I can keep you posted if you like? As to quality and service?
As to bleed etc I just use the online loading system and it shows the edge that will be printed OUTSIDE the print... Depending on my picture sometimes I add extra to allow for that and other times it looks fine... It is a bit trial and error for me, I don't know all the technical stuff...
