Can someone tell me how to use the vellum style tools on their scrapbooking layout?

You can use them like any other style you have (on alphas, embs, etc) and it will make your item white (solid or pattern) and slightly transparent so photos or paper beneath it will show through subtly. If you look at the LO example carefully on the product page you can see several uses of the style (anything that's kind of a creamy white overlay look on that layout is done using the vellum style).
