Gimp Vs Photoshop

The newsletter article comparing GIMP and Photoshop made me wonder--does GIMP have the clipping masks that Photoshop does? I use Paint.net (another free download) for cropping, editing, etc, but it doesn't have the clipping mask. I'd love to have that application. -
Oval Portrait Frames

I had a kit of oval mini-frames in my shopping cart, and when I went to check out, it was no longer available. I'm making school picture layouts, the kind with the senior picture in the middle, surrounded by smaller school pics. The metal-colored oval frames were perfect. Do we have anything like that anywhere else?

Torn Edges

I'm looking for some torn/distressed/folded edges for papers. My software doesn't support templates, brushes, etc, so the edges would have to be ready to use. Are there any out there?
