Hi Leslie,
Welcome to ScrapGirls!
I'm also unfamiliar with using a bound wallpaper sample book as a scrapbook, so I did a search and found some food for thought. While wallpaper is beautiful, it's not made acid free - like all commercial scrapbook paper - so from a preservation perspective, don't use original photos on it. Also, from an archival perspective, it becomes brittle and yellowed over time, which may render all your hard work a problem for future generations. There was also speculation on whether the samples have adhesive on back, since some wallpaper comes with it and some without - being samples, that was a big question.
One cool idea I saw that didn't so much involve using the bound book as a scrapbook but someone was using the samples to create journal/book covers - presumably with all kinds of fun embellishments.
